Italy has approved a new three-year migration plan, the Decreto Flussi 2026-2028, which sets specific quotas for the legal entry of non-EU foreign workers.
Key points about the plan for 2026:
- Total Quota: The plan provides for the admission of 164,850 workers in 2026.
- Total Three-Year Quota: The total for the entire 2026-2028 period is nearly 500,000 work visas (497,550).
- Categories: The visas are divided into:
- Seasonal Work: The largest share is for seasonal jobs, primarily in the agricultural and tourism sectors.
- Non-seasonal and Self-employed Work: Quotas are also set for subordinate (non-seasonal employed) and self-employed workers in various sectors like construction, manufacturing, and caregiving (domestic workers/caregivers).
- Application Process: The applications typically operate through the “Click Day” system, where employers submit applications online on specific dates. Initial official schedules suggest “Click Day” windows in early 2026 for different worker categories.
- Goal: The decree is intended to address labor shortages in key sectors, align legal migration with the economy’s needs, and help combat irregular employment.
This plan continues Italy’s policy of using an annual quota system (Decreto Flussi) to manage the entry of non-EU workers for employment purposes.
